Are there any good strategy games on consoles?

Short answer AC, no.
Consoles are starting to get access to more strategy titles like Tom Clancy's EndWar and Command & Conquer but unfortunately you're better off enjoying these games on the PC. Plus there are better strategy titles than these on the PC like Quake Wars and the upcoming Starcraft II.
The one to look out for is Halo Wars. It's the most promising strategy title coming to the 360 and hopefully other developers will take note and use its system as a blueprint for creating quality RTS's in the future.
The obvious problem is the lack of the keyboard and mouse combo. Sure, you can use these tools on the PS3 but it's just not the same. Developers create them specifically for the controllers and the problem is that navigating is too complex.
EndWar is probably the only that's not very complex as you're using your own voice to command troops. The problem with EndWar is that it doesn't have a lot of depth. You don't create armies and the AI sucks. Playing online can be fun but EndWar is basically a bigger game of Rock, Paper Scissors. Tanks beat Airships, Troops can kill Tanks etc etc. So you'll send your troops forward, your opponent will send theirs and when you meet one of you will curse for sending the wrong army.
As for Command & Conquer. It's solid and sticks to the same system as the PC and that's it problem. It's designed for the PC and not an Xbox controller. Plus graphically it's poor especially after you've played something gorgeous like Gears 2.
So my advice would be to hold off until Halo Wars hits and wait to see if someone finally gets it right.
